Add 'on_failure' and 'on_success' features to filters?

As a user, I want to add a tag, field, remove a tag, replace something, whatever.

Basically, the mutate and grep filters are silly and any filter should be able to do their actions with 'on_success' and 'on_failure'

This will help deprecate both grep and mutate filters. Woo!
